I think they weren’t supposed to have gone as far forward in non magic technology as Muggles were, because they didn’t need to advance technology as fast, they advanced their magic instead. They saw technology without magic the way most people see assistive technology for disabled people – most ignored it, a few, considered strange and almost perverse, were fascinated.
