Hogwarts starts teaching regular subjects alongside magic, because other fields of magic also matter.
Squibs also come to Hogwarts, and do the subjects they can do.
After O-levels, some people stay on to concentrate in magical subjects, and others go to schools that focus on things other than magic. Their education has made them well-prepared for this.
