Piece by piece a concept has formed for me: that the staff had a few ready-made formulae which they applied to very nearly every situation, seeing most behaviour as deliberate non-compliance, “attention-seeking,“ or “game-playing” — to all of which they reacted strongly. Looking back, it seems that these three categories were a mental short-cut for the staff, thus saving them from having to think.
