Not all DD people are non-neurotypical, because not all developmental disabilities are neurological.  And I’d say the same about mental illness:  It depends on whether the condition is caused by the brain or not.  (And I know that current fashion is to say that all mental illness is a “brain disorder”, but I doubt that’s true.  I don’t know which ones are caused by the brain and which aren’t, though.)
