I think we’d probably consider her an affiliated talent (like early-stages Ponch, though in a different degree), but not a wizard as such. She may actually use the Speech in her work somewhat, but that by itself doesn’t make her wizardly. (checking the text) Ronan refers to her as “an oracular”, which covers a lot of ground: you can be a seer or prophet without having to be a wizard.
But yeah, there are definitely wizards whose daily business isn’t so much about doing spells but about the business of vision and perception. I think this got touched on somewhere in the online meta (someone searching the “Young Wizards meta” tag might find it: unfortunately I can’t take the time for that today).
